Global Buff
The Global Buff is a server-wide bonus paid for by the players themselves: the community puts Pokédollars into each buff's goal and, once a goal is complete, its buff turns on for everyone for 48 hours, whether you contributed or not. Contributors also earn Community Points to spend in the Community Shop.
The three buffs

+40% experience.
Drop Rate
+30% drop chance.
Shiny Charm
+40% to the chance of shiny Pokémon appearing.
Each buff has its own goal of 100,000,000 Pokédollars and fills up separately. When a goal reaches 100%, its buff turns on for the whole server for 48 hours and the goal goes back to 0. While the buff is active, that goal takes no contributions.
Example: the Drop Rate goal is at 90,000,000 Pokédollars. If you contribute 10,000,000 Pokédollars, it reaches 100%: the +30% Drop Rate turns on for everyone for 48 hours and that goal starts again from 0. The Experience and Shiny Charm goals stay where they were.
How to contribute
Press the Global Buff button in the top menu: it is the globe-with-a-star icon. The «Community Bonus» window opens, with one card per buff.
Pick a buff whose card says «Collecting...».
On that card, press the button for the amount you want to give: 100,000 Pokédollars, 1,000,000 Pokédollars or 10,000,000 Pokédollars.
The «Confirm Contribution» window appears: press «Yes» to contribute or «No» to cancel. The money comes out of your bank balance, shown at the bottom of the window.

Community Points
For every 100,000 Pokédollars you contribute you get 1 Community Point: a contribution of 10,000,000 Pokédollars gives 100. The points stay on the character who contributed and are spent in the Community Shop, which opens with the «Shop» button in the Global Buff window.
Your balance shows at the bottom of both windows as «Community Points: N». In the Community Shop, when you press an item you choose how many to buy: at most as many as your points cover, and never more than 10,000 in one purchase.
